Extract a latent-scale correlation from a cross-family Julia fit

The cross-family route is reachable from R (engine = "julia" with a c(family1, family2) pair) and tested, but its capability-ledger status is experimental/partial (inst/extdata/julia-capabilities.tsv, cross_family_latent). This extractor reads rho_latent off an existing drmTMB_julia_xfam object.
